BPSO Overview
Background
Established in accordance with the Economic Development Policy of the Kingdom of Bhutan 2010, Bhutan Power System Operator (BPSO) is entrusted to coordinate and regulate power system operation, outages, and manage/monitor export and import of power for the overall reliability and security of electricity supply.
Initially known as the National Load Dispatch Centre (NLDC), BPSO was inaugurated by Hon'ble Lyonpo Yeshi Zimba on 17th December 2011 and licensed by Bhutan Electricity Authority (BEA) on 1st July 2014 for the operation of Bhutan's power system.
Since 1st July 2022, BPSO has been under the Ministry of Economic Affairs (MoEA), with its main control centre at Thimphu, backup Control Centre at Malbase, and Eastern Data Centre (EDC) at Tintibi substation.
Roles & Responsibilities
Grid Safety & Stability
Ensuring safety and stability of the grid at all times.
Energy Balance
Maintaining balance between generation and consumption of electricity.
Non-Discriminatory Dispatch
Ensuring fair dispatch of all generation installations.
Outage & Black Start Coordination
Coordinating transmission/generation outages and black start operations.
Power System Monitoring
Monitoring performance and ensuring compliance with grid standards.
Electricity Trade
Facilitating the export and import of electricity.
Electricity Scheduling
Scheduling electricity within Bhutan and across borders.
Generation & Load Forecasting
Forecasting generation requirements and national electricity loads.
Data Reporting
Providing power data to the Ministry as required.
Energy Security
Performing other energy security-related tasks as prescribed by the Ministry.
